Mr Clarence Ti Chief Executive Clarence was appointed as the Chief Executive of Vital on 2 January 2010. In the public service, he has served in the Economic Development Board in both Singapore and in the United States where he was Director of the San Francisco Centre, the Singapore Land Authority where he was Director of Land Business & Management, and the Ministry of Law, where he was Director of Strategic Planning. During his career, he has served in areas of investment promotion, business & operations management, planning & co-ordination, and legislative & policy reviews. He holds both a Bachelor of Science degree with High Honours and a Masters degree in Electrical Engineering from the University of Illinois at Urbana-Champaign and an MBA with distinction from INSEAD. He is also a Certified Financial Analyst. |

Mr Wong Wai Mun Director of Operations Wai Mun was appointed as the Director of Operations of Vital at its inception on 5 July 2006. He oversees six operational units, namely finance services, travel management, HR and payroll & claims, learning & development and credit management – the whole suite services for public sector outsourcing at the moment. Wai Mun had served in the public sector for over 30 years. He spent more than 25 years with the Singapore Armed Forces with his last-held rank as Colonel before being appointed to pioneer and and spearhead the set-up of Centre for Shared Services for the Singapore Civil Service, now known as Vital. Wai Mun holds a Bachelor of Arts in Logistics and Supply Chain Management from the University of Northumburia at Newcastle, U.K. |

Ms Ong Poh Poh Director of Service Management Poh Poh is the Director (Service Management) at Vital, responsible for Customer Relationship Management (CRM), Process Excellence (PE) and Business Growth (BG). From June 2009, she led the newly created teams to strengthen service delivery, bring about resolution of issues and a culture of continuous improvement. Prior to joining Vital, Poh Poh led Global Programs at Motorola Pte Ltd. from 2005 to 2009. With support from EDB Singapore, she was part of the core team that delivered a major Business Transformation initiative consolidating purchasing units globally into shared service centres.From 1994 to 2005, Poh Poh worked as a Management Consultant at Coopers & Lybrand Consultants, PricewaterhouseCoopers Consulting and IBM Business Consulting Services. Based in the US from 1990 to 1994 , Poh Poh worked for Gulf States Asphalt Co. Inc. where she headed IS operations enabling functions in manufacturing, sales and distribution, purchasing, finance, human resource and payroll. Poh Poh graduated with a B.Sc Computer Science degree in 1988 and received an M.B.A. degree in 1990 from the University of Houston. |

Ms Chua Mui Yim Director of Corporate Service Mui Yim first started her career in the public service at the Institute of Technical Education, where she served for 20 years largely as a HR professional. She is currently seconded from the Ministry of Manpower, where she served as its Deputy Director, People Matters. Mui Yim had lived in Hawaii, USA, for 6 years, during which she worked as a Compensation & Benefits Specialist at Pihana Pacific Inc, a telecommunication start-up, and Hawaiian Electric Company. Mui Yim holds a Bachelor of Arts degree in Economics and English from the University of Singapore and a Master of Science (Public Sector Management) from Aston University. |

Ms Ho Geok Pack Director of Finance & Compliance Geok Pack as Director, Finance & Compliance of Vital, oversees the work of the Finance and Compliance functions and lead our efforts to enhance Vital's business practices. She was the Senior Assurance Manager in Ernst & Young for more than five years in charge of audit engagements of priority clients in industries such as the aerospace, telco, property development and banking and financial services. She also has rich experience in corporate finance, audit and compliance/assurance. She started her career as auditor of KPMG and Ernst and Young. She was the Operations Manager of BT Brokerage & Associates Pte Ltd, in charge of backoffice operations and finance from 1997 to 2001. Prior to returning to Ernst and Young in 2005, she was the head the internal audit department at Emaar Properties, Dubai. Geok Pack holds a Bachelor of Arts degree from NUS and the ACCA. |

Ms Selvarani T Pillai
Head, Payroll & Claims
Selvarani started her career as an Audit Officer in the Internal Audit Branch of MOE. Her tour as an internal auditor spanned from financial and operational audits to system based and value-for-money audits as well as conducting manpower reviews to determine optimal staffing levels for various MOE Departments.
She was appointed as the Assistant Director Salaries in Finance Division in 2000 and was responsible for the smooth payroll and claims operations for MOE. In this capacity, Ms Pillai spearheaded and successfully implemented effective systems and processes that contributed to administrative efficiency. In recognition of her significant contributions to MOE, Selvarani received the National Day Commendation Medal in 2004.
With the inception of Vital in 2006, Ms Pillai moved on as Head (Payroll & Claims) to oversee the payroll and claims operations for MOE and her portfolio was expanded to include over 40 Govt Agencies in Jul 2007.

Ms Kavitha Subash Head, Finance Services Kavitha has been working in the public sector for more than 10 years. She was appointed Head, Finance Services at Vital (a department of Ministry of Finance) in May 2007 and is responsible for the provision of Finance Services in the areas of Accounts Payable, Accounts Receivable, General Ledger and Asset Management to 47 public agencies. Kavitha started her career in public service as a Finance Executive for about 6.5 years at the Ministry of Environment and National Environment Agency before joining Vital in June 2006. She holds a Bachelor of Science merit degree in Mathematics from the National University of Singapore. She was awarded the National Day Commendation Medal in 2010. |

Ms Adeline Ng Hwee Hoon Head, Human Resource Services Adeline has been with the Civil Service for more than 12 years. She is presently Head, Human Resource Services (HRS) in Vital. Adeline had the opportunity to witness the birth of Vital, as she was one of the pioneer members who joined the Centre for Shared Services Transition Team in Mar 2005. This project team was spearheaded by MOF HQ and tasked with setting up a centre for shared services for the public sector. This involved the amalgamation of common HR and Finance services of the public sector under one roof to enjoy synergies and derive economies of scale for the Singapore Government, and thus by extension, the taxpayers of Singapore. When Vital started operations in May 2006, she was tasked to head the Payroll & Claims team (located at MND building) that handles payroll & claims processing for client agencies, excluding MOE. In July 07, as part of a job rotation, she took on a new role as Head, Business Growth, to oversee the incubation of new business initiatives such as Recruitment services, Scholarships Administration, Travel Management and Asset Management services. She was once again rotated in July 2009 and has been in her current role as Head HRS since then. Prior to Vital, Adeline worked in the Finance Division, Ministry of Education from 1997 to early-2005. |

Mr Alan Tay Head, Learning & Development Alan joined the civil service in 1999. He started as a Personnel Officer with the Ministry of Education. In MOE, he had stints in Recruitment, Comp & Ben to Recruitment Marketing. In June 2006, Alan joined Vital when it was formed. He was placed in charge of the appointment matters of all MOE non-teaching staff. Subsequently, he was designated as the Deputy Head of HR Services in 2008. In Nov 2011, he was appointed as Head, Learning & Development. |

Ms Dylah Harharah Head, Travel Management Dylah’s corporate travel management experience extends across the public and private sector. She was appointed Head, Travel Management at Vital (a department of Ministry of Finance) in January 2007 and is responsible for the development from ground up and implementation of the Managed Travel Program for Singapore Public Sector. Her current program serves 98 government agencies with travel service offerings in Dedicated Travel Agent Services, Airlines Program, Hotels Program, Travel Insurance, Corporate T&E Card, Corporate Procurement Card and Taxi Program. Her team is one of the winners of ‘2010 High Impact Team’ award from Ministry of Finance for the successful launch of the Managed Travel Program ,which realized immediate savings for Whole-of-Government integration efforts. Prior to this role, Dylah held a number of corporate account management roles in the private sector from 2000 to 2006 in Rosenbluth International , TQ3 Travel Solutions and OpenWorld Asia. Before joining the corporate travel industry, Dylah started her career in public service as an Internal Auditor for 3 years at the Ministry of Education and holds a Bachelor of Business Administration degree with High Honours from the National University of Singapore. |

Mr Jason Toh Head, Business Growth Jason started his career in the civil service with Ministry of Foreign Affairs (MFA) in 2006 where he was responsible for coordinating the administrative and logistical arrangement for Non-Resident Ambassadors traveling on official business. Prior to joining MFA, he was a Regular Serviceman with the Singapore Army for 6 years and participated in the United Nations Mission in Timor Leste in 2003. He joined Vital in July 2007 as Assistant Head, Travel Management and was instrumental in the implementation of the Managed Travel Program for Singapore Public Sector. In May 2010, he was re-designated Head, Business Growth and in his new role, Jason spearheads all business growth initiatives and efforts for Vital. Jason holds a Bachelor of Science degree with Good Honors from University of Bradford and holds a master degree in Contemporary China with Nanyang Technological University. |

Ms Rebecca Joo Head, Customer Relationship Management Rebecca’s customer relationship management experience extends across the public and private sector. She was appointed Head, Customer Relationship Management at Vital (a department of Ministry of Finance) in August 2009 and is responsible for the set up of the team of full time Account Managers as well as Customer Helpdesk. Prior to this role in the public service, Rebecca held a number of customer relationship management roles from 1994 to 2009 spanning from managing of call centres to customer service centres as well as account management. She holds a Bachelor of Business (Marketing) degree from the Nanyang Technological University. |

Mrs Koh-Tham Kah Wai Head, Alliance for Corporate Excellence (ACE) Kah Wai has been with the public sector for more than 18 years. She first joined the Civil Service as a Project Officer in 1991. She was posted to the Ministry of Education as a School Administrator in a secondary school in 1996. She then moved to the Finance Division of MOE in 2000 handling payroll and claims matters. Kah Wai was one of the pioneers of Vital when it was formed, and continued to handle payroll & claims of MOE (West & South Zone Schools) till Nov 2009. She was re-designated as Deputy Head, Payroll & Claims in Dec 2009. She was appointed as Head, Credit Management Unit in Oct 2010; and moves on to head the new ACE Unit from Jun 2011. |
