Vital.org completed its first call for consultation on certain clauses in the Service Partnership Understanding (SPU). The standard SPU is organised into two main parts – the main body, intended to be generic and applicable to all agencies and specific agency Schedules which would cover, inter alia, Key Performance Indicators (KPIs). The proposed changes would be introduced in 3 stages over the course of FY10. Several agencies participated and provided invaluable feedback and suggestions. The revised SPU will be ready and upload onto ‘newsroom’. The Learning and Development Services (LDS) process improvement team, comprising members from Civil Service College, MCYS, MICA, MOF, PSD and Vital.org, are focusing next on the standardisation of formula that computes the Average Training Hours. This consultation exercise seeks to gather views on setting clear guidelines in order to reduce ambiguity, increase turnaround time for generation of training reports and make it possible for accurate benchmarking.
